Article contents:
1. Why do industrial parks need exhaust gas treatment?
In recent years, industrial parks in Vietnam have been developing at an increasingly rapid pace, bringing heavy pressure on the environment. Factories in industrial parks often emit many types of harmful gases such as SO₂, NOx, CO, industrial dust, volatile organic compounds (VOCs), solvent vapors and unpleasant odors…
If left untreated, these emissions will cause:
- Widespread air pollution, affecting the community's quality of life.
- Harm to the health of workers and nearby residents (respiratory and cardiovascular diseases).
- Damage to the company's reputation and brand in the eyes of partners and investors.
- Risk of heavy penalties under the Law on Environmental Protection 2020 and Decree 45/2022/ND-CP.
Therefore, investing in an industrial park exhaust gas treatment system is not only a legal obligation but also a sustainable development strategy for every business.
2. Standard-compliant industrial park exhaust gas treatment services
With many years of experience in the environmental field, Hop Nhat Environment is proud to offer turnkey industrial park exhaust gas treatment services, from survey, design and construction to handing over a stably operating system.
2.1. Treating a wide range of industrial emissions
Hop Nhat treats most types of exhaust gas generated in industrial parks, including:
- Heavy industry emissions: cement, metallurgy, thermal power, steel production.
- Odorous emissions: textile dyeing, leather and footwear, food processing.
- Solvent and toxic chemical fumes: painting, printing, chemicals, plastics.
- Dust and hot gases: brick making, ceramics, wood processing.
- Emissions from other manufacturing sectors that generate exhaust gas.
2.2. Turnkey design, construction and installation
We provide end-to-end services as follows:
- Survey & consulting on suitable technology based on the characteristics of the exhaust gas.
- System design with cost-optimized, space-saving solutions.
- Turnkey construction & installation, ensuring safety and on-schedule delivery.
- Handover & operation training for the client's technical team.
Depending on the scale and characteristics of the plant, the exhaust gas treatment system can provide:
- Small capacity for individual workshops.
- Medium capacity for factory clusters in industrial parks.
- Large capacity for entire centralized industrial parks.
2.3. Flexible and effective application of exhaust gas treatment technologies
To ensure effectiveness and compliance with QCVN standards, we apply many modern technologies:
- Electrostatic precipitators (ESP): remove fine dust, smoke and solid particles.
- Gas scrubbing towers (absorption): treat SO₂, HCl, NH₃ and acid/alkaline vapors.
- Activated carbon adsorption: treats solvent vapors, odors and VOCs.
- Thermal oxidation / incineration: treats high-concentration volatile organic compounds.
- Cyclone – Venturi Scrubber: separates dust and treats gas containing coarse solid particles.
Typically, Hop Nhat flexibly combines several technologies in one system to achieve high treatment efficiency and ensure the treated emissions meet current QCVN standards.

5. Penalties for discharging untreated or non-compliant exhaust gas
Penalties for "discharging exhaust gas into the environment without treatment" or "discharging exhaust gas treated below standards into the environment" under Decree 45/2022/ND-CP are as follows:
Violation: Discharging exhaust gas into the environment without treatment, or with treatment that does not meet technical regulations.
Legal basis:
- Point g, Clause 1 and Point g, Clause 2, Article 10 of Decree 45/2022/ND-CP (violations during the EIA report stage).
- Points g and h, Clause 1; Points g and h, Clause 2; Points g and h, Clause 3, Article 11 of Decree 45/2022/ND-CP (violations of the environmental permit).
- Points d and dd, Clause 2; Clause 3, Article 14 of Decree 45/2022/ND-CP (facilities without an environmental permit).
Fines: Depending on the licensing authority and project scale:
- Provincial level: Fines of VND 170–500 million (direct discharge or non-compliant treatment works).
- Ministry of Natural Resources and Environment (MONRE) level: Fines of VND 220 million to 1 billion (direct discharge without treatment). Organizations that commit violations are fined double the amount for individuals (Clause 2, Article 6).
- Remedial measures: Mandatory dismantling of illegal discharge works and pipelines; surrender of illegal gains; remediation of pollution.
Authorities competent to impose penalties:
- Chairpersons of People's Committees at all levels,
- Specialized natural resources and environment inspectorates,
- Environmental police (Articles 56–67 of Decree 45/2022/ND-CP).
In summary: Discharging exhaust gas into the environment without treatment or with substandard treatment is subject to fines of VND 35 million to 1 billion for individuals, depending on the level of the approving/permitting authority. Violating organizations are fined double.
